About NAPUD Small Grants
NAPUD is committed to the meaningful involvement of people who use drugs and to strengthening the capacity of national networks and organizations led by people who use drugs.
NAPUD Small Grants is one of the main strategies towards achieving our goal to “Enhance the capacity of communities, activists, and community-led organizations to effectively advocate and deliver quality services for the health and human rights of people who use drugs”.
NAPUD Small Grants is a technical assistance funding opportunity dedicated to our national network members. Between 2021 and 2024, NAPUD has supported our national network members with 14 Small Grants, investing a total of USD 141,200.
Small Grants 2025
NAPUD Small Grants 2025 can support a one-off activity or a series of activities for a short period (up to 3 months), depending on the needs and feasibility of the proposed activities. The Small Grants 2025 will support activities focused on the following areas:
- Strengthening the capacity of national networks of people who use drugs.
- Community-led research, development of tools and guidelines, and community consultations for identifying issues, needs, and priorities of people who use drugs.
- Advocacy or innovative initiatives for increased access to and improved quality of health and harm reduction services for people who use drugs.
- Advocacy for increased funding for harm reduction (i.e., international or domestic).
- Advocacy for human rights and drug law and policy reform.
- Engagement in the Global Fund GC7 reprioritization and revision process.
- Short-term catalytic support for the continuation of harm reduction services directly impacted by the US government’s funding cuts.
Eligibility criteria
To be eligible for the NAPUD Small Grant 2025, applicants must be a national network of people who use drugs from one of the South and Southeast Asian countries. The activities proposed by the applicant must be implemented in their country and be related to one or more of the aforementioned focus areas.
Duration
All activities financed by NAPUD Small Grants 2025 must be implemented by 31 October 2025.
Small Grant award amount
Each application with a budget not exceeding USD 5,000 will be considered for the review process. Please note that value for money will be assessed as part of the rating criteria.
At least two applications will be awarded in 2025. However, the selected applicant may have to undergo budget negotiations before signing the contract (i.e., if NAPUD identified efficiencies in the applicant’s proposed budget).
Application procedure
Interested applicants must submit:

The complete application form and budget must be submitted in the provided templates.
Applications must be submitted by email to info@napud.org with a subject line “Application for NAPUD Small Grants 2025 – Applicant organization’s name – country”.
Incomplete applications or applications submitted after the deadline will be rejected.
Review and selection process
A three-member committee will review all eligible applications and select at least two outstanding applications. The review will include scoring based on the following aspects of the application:
- Relevance to one or more of the focus areas.
- Relevance to and clear articulation of the current context, issues, and challenges at the country level.
- Quality of the application.
- Likelihood of the proposed activity(ies) to be implemented in the given timeline and to achieve a positive impact.
- Value for money – proposed costs are necessary and realistic.
Successful applicants will be informed about the selection of their application by email before 20 August 2025. A sub-grant agreement will be signed with the applicant, with their application and budget annexed.
