National Network Membership

The National Network members will be the core body of NAPUD. These networks will function as affiliates to NAPUD and the Executive Board of the network will be drawn from this membership as nominees.

Which networks/organisations will be considered as national affiliates of NAPUD:

National networks of people who use drugs in a country within Asia, which are membership-based, either as individual or organisational members, will be considered as affiliates.

In the absence of a national network of people who use drugs in a country due to legal impediments, organisations of people who use drugs functioning and recognised as a national network by the community will be considered as affiliates.

All affiliates national network members of NAPUD will be legally registered under appropriate national laws.

Becoming a national network member:

A national network/organisation from a country in South and South-East Asia can contact the Secretariat with the Membership Application form to be a national network member of NAPUD.

The Executive Board will discuss the application, along with the requirements and take an informed decision and communicate to the applicant within 30 days of receipt of the application.

Formalising affiliation as a national network member:

The Executive Board and the Representative body i.e. governance body of the applicant national network will sign a Memorandum of Understanding to formalize the membership.

Benefits to National Network members:

All network members of NAPUD shall have the right to;

  • Be part of inputs on NAPUD strategic guidance and planning;
  • Be part of critical discussions and influence NAPUD’s priorities and strategies to reflect national priorities;
  • Share critical and other emerging issues pertaining to people who use drugs of their own country to be highlighted in advocacy platforms;
  • Represent NAPUD and its vision and interest in national, regional or international platforms as and when the Executive Board requires or request;
  • Nominate members to the Executive Board every three years;
  • Nominate members to events organized by NAPUD as and when requested;
  • Review and provide inputs from national perspectives in NAPUD’s publications;
  • Participate and share NAPUD’s position on critical issues for people who use drugs in Asia.

Withdrawal and termination of National Network membership:

  • A national network member can withdraw their membership from NAPUD at any time by sending an email to the contact person at the NAPUD Secretariat.
  • In case the withdrawal request is based on issues concerning aspects of NAPUD’s functioning or administration, the Executive Board of NAPUD will call for an online meeting with the governing body of the national network member and initiate steps to sort out the issues amicably.
  • In case of dispute continuing the Executive Board will respect and honour the request for withdrawal.
  • The Executive Board can temporarily suspend (up to 6 months) a national network for 6 months from the membership in case of a breach of NAPUD’s ethics and working against the collectiveness and inclusiveness of NAPUD.
    • In such case of suspension, the Chairperson of NAPUD will send one email with a request to stop any act detrimental to NAPUD.
    • The EB and contact person at the Secretariat shall request an online meeting with the governing body of the national network to address any issue. The online meeting intends to resolve any issues amicably.
    • In case of non-participation in the online meeting, the national network member will be temporarily suspended from the membership.
    • The Executive Board reserves the right to further pursue through additional online meeting request or in case of unfavourable responses from the national network, extend the duration of suspension.
    • This decision will be taken either as consensus among Executive Board or at least 51% of members voting in favour of the decision.
