About NAPUD

In January 2008, the Asian drug user activists convened for the first time and developed “the Goa Declaration”, effectively formalizing the regional movement of people who use drugs in the Asia-Pacific region. The Goa Declaration was built on the Vancouver Declaration of the International Network of People who Use Drugs (INPUD).

The Network of Asian People who Use Drugs (NAPUD) is a regional network built on the principles of the Goa and Vancouver Declarations in 2021.

NAPUD is the only regional organization of people who use drugs in Asia, positioned to voice the needs and concerns of people who use drugs in regional and global platforms, national decision-making processes, and spaces by supporting and strengthening the national networks of our constituents.

The formation of NAPUD is underpinned by the principles of unity, equality, and the meaningful involvement of people who use drugs at all levels, making positive changes in the lives of people who use drugs by amplifying our voices and influencing regional and national law/policy, programs, and decisions that directly affect our lives.

Currently, NAPUD’s work and membership span across South and Southeast Asian countries, namely Bangladesh, India, Nepal, Pakistan, Indonesia, Malaysia, Philippines, Thailand, and Vietnam.

Mission

“A regional peer and membership-based network that seeks to build a strong sustained voice of people who use drugs in Asia by defending, supporting, and promoting health, well-being, human rights, harm reduction, and other evidence-based public health approaches to end the criminalization, marginalization, stigma, and discrimination of people who use drugs living in Asia”.
